Tulfo proposes stiff penalties vs bomb joking

Senator Idol Raffy Tulfo filed Senate Bill (SB) No. 2768 seeking to impose stiff penalties on crimes involving dissemination of false information on bomb threats, explosives, or any other life-threatening or destructive materials.

Tulfo, Chairperson of the Senate Committee on Public Services, stressed that Presidential Decree (PD) No. 1727 or Bomb Joke Law passed in the year 1980 is no longer up to date.

"Sa ilalim ng PD 1727, ang mga taong nasampahan ng kasong may kinalaman sa bomb threat sa civilian courts ay nadi-dismiss lang dahil ang may jurisdiction dito ay ang military tribunal," he said.

The Philippine National Police (PNP) recorded a total of six fake bomb threats in our train stations while eleven cases of bomb jokes in airports between 2023 and 2024.

SB No. 2768 prescribes maximum penalties of P5,000,000, or not exceeding six years imprisonment, or both, if the violation of said Act is directed at high density areas or sensitive areas.


Mabigat na parusa sa bomb joking, tinutulak ni Tulfo

Naghain si Sen. Idol Raffy Tulfo ng Senate Bill (SB) No. 2768 na magpapataw ng mabigat na parusa sa sinumang magpapakalat o ginagawang biro ang bomb threat na talamak sa pampublikong lugar, gaya na lang halimbawa sa mga tren, eroplano, barko atbp.

Ayon kay Tulfo, ang Chairperson ng Senate Committee on Public Services, bagama't mayroong Presidential Decree (PD) No. 1727 na ipinasa noong taong 1980 ay hindi na ito napapanahon.

Sa ilalim ng PD 1727, ang mga taong nasampahan ng kasong may kinalaman sa bomb threat sa civilian courts ay nadi-dismiss lang dahil ang may jurisdiction dito ay ang military tribunal.

Sa taong 2023 at 2024 halimbawa, anim na kaso ng bomb jokes ang naitala ng Philippine National Police (PNP) sa train stations at 11 naman sa airport - at lahat ng ito ay na-dismiss lang din sa korte.

Sa panukalang batas ni Sen. Idol, papatawan ng hanggang anim na taong pagkakakulong at multang aabot sa ?5,000,000 sa Regional Trial Court ang pagkakalat o pagbibiro hinggil sa bomb threats.
